Executive Director, St. Joseph County Transportation Authority

Organization:

The St. Joseph County Transportation Authority (SJCTA or Authority) is a non-profit corporation operating in St. Joseph county Michigan as a branch of county government and is over-seen by the Michigan Department of Transportation (MDOT). SJCTA is responsible for transporting people from one place to another for work, errands, school, or other reasons. It is funded by government grants, a property tax millage and fares provided by riders.

Primary Responsibilities:

  • Responsible for all aspects of the operation of the Authority including but not limited to hiring, supervising, and termination of all employees, updating job descriptions and employee evaluations, maintaining a fleet of 30 plus vehicles, and preparing financial reports and required funding

    applications on a timely basis.

  • Delegation of authority to accomplish the above tasks.
  • Provide strong leadership qualities and decision making to maintain efficient employee and Authority job performance.
  • Creativity in solving problems, a desire to continually improve, and a positive response to criticism.
  • Completing required tasks in an acceptable amount of time and quality.
  • Conveyance of a positive, professional image and attitude in setting an example to employees and contacts outside the Authority.
  • Acts as a liaison and chief spokesperson with the citizens and organizations in St. Joseph County, MI. and attends activities throughout the county to promote cooperative relationships and meet the community’s needs.
  • Responsible for a monthly presentation to the SJCTA board specifying condition of the transit operations including but limited to the monthly financial condition, ridership statistics, detail of all funding requests requiring board approval, personnel changes, summary of contacts and events outside of the office in support of the Authority, significant happenings regarding transportation, and issues relevant to the Authority that cannot be resolved over the next 30 days. Immediate notification of appropriate board member(s) of any issue needing board notification that arises between regular board meetings including issues that board members should know about when in contact with citizens of the county.
  • Assures adherence to all legal and regulatory statues and compliance with policies established by the Authority board.
  • The preparation of new and updating of current, necessary operating policies and procedures.
  • Developing employees to the best of their abilities through training and support and keeping turnover at an acceptable level.
  • Must be fair, impartial, and prompt in follow-through in responding to concerns of employees and for all disciplinary matters.
  • Keeping the Authority operating within the annual budget and overtime at an acceptable level.
  • Maintenance of a web site, Facebook, and other required social media for the Authority.

Pay Range:

50k to 75k based on experience

Benefits Package:

A full benefits package including health insurance, vacation, sick, and holiday pay is provided or offered.

Must be flexible with a varied required work schedule.

The board of the SJCTA

Supervisory Responsibility:

The entire working staff of the SJCTA

Qualifications:

Previous supervisory experience. A college education is preferred but not required. Previous experience in public transportation is required. Must be able to pass a background check which would include drug screening. Possession of a Commercial Driver’s License (CDL) is preferred but not required.

Successful Job Performance and Evaluation

The periodic evaluation of job performance will be done by the SJCTA board and will be guided by the specific primary responsibilities listed above.
